Jaala Pulford was asked by Opposition MP Georgie Crozier in parliament on Wednesday about Business Wodonga chief Neil Aird's call for consistency on mask-wearing in the Twin Cities.
The minister said she met council and business groups with Wodonga representatives but not had that point made to her.
"It is a pretty weird old question, but on masks I think you know the position of the government on this; the Premier has made that pretty clear," Ms Pulford said.
Ms Crozier then noted that Wodonga firms had established microshops in Albury to continue to trade and asked what action was being taken to ensure they returned to Victoria.
Ms Pulford replied by noting the original question was about masks.
"I am not quite sure how this relates, unless Ms Crozier is saying people prefer to shop interstate because they do not like wearing their masks," Ms Pulford said.

"If that is the case, then I would suggest I am not the minister responsible for people not liking masks."
Ms Crozier said both issues were related but Ms Pulford dismissed her query.
"On the point of order...that was about 'the vibe'. I do not know how I am supposed to answer such a dumb question," she said.
