Site inspections will take place in December and "experienced operators" can submit their applications until the end of January.
"Parks Victoria is seeking an operator with the expertise, experience and funding to create an engaging and sustainable cafe operation in the front rooms of the iconic Mount Buffalo Chalet, which sits at the top of the Mount Buffalo National Park," the EOI summary states.
"The cafe will showcase local products, create a compelling year-round visitor experience, and be open for business during summer 2021/2022.
"A lease of up to 21 years is available."
From January, short-listed stage one applicants will be invited to submit a full business case in stage two of the EOI.
If the cafe opens in 2021, it will have been 14 years since the Chalet was last open to the public.
