Cr Rees said the Wangaratta Aquatic Centre upgrade and rail precinct makeover were "transformational projects" which would stimulate major economic activity in the city.
"They will create jobs and investment and that is what we need right now," he said.
"When I was first elected to council some fours years ago I made it clear I wanted Wangaratta to grow and develop.
"Thanks to the work of the previous council we are now on the path to the Rural City of Wangaratta realising its full potential.
"I can't wait to deliver on projects and initiatives that will only help us grow, but also make sure that council is looking after the people and businesses that have been hit the hardest."
Cr Harry Bussell was also elected unopposed deputy mayor.
In Alpine Shire, Myrtleford's John Forsyth was elected mayor and steps into the role vacated by Peter Roper, who didn't seek re-election.
Wandiligong's Sarah Nicholas was returned to the deputy mayor role.
Cr Jenny O'Connor is back as Indigo Shire mayor and Cr Peter Croucher is deputy mayor.
Cr Bernard Gaffney declined a nomination to stand against Cr O'Connor and then was the only councillor to vote against her in the election for mayor.
Cr O'Connor unsuccessfully stood as a candidate in the seat of Benambra in the state election during the last term of council.
