In the 26th annual awards, held virtually for the first time, Albury-Wodonga was represented by three finalists who were winners in their respective state awards.
Ms Birnie, who completed her certificate three in government with through CIT Solutions' and Department of Defence's Indigenous apprenticeship program, won over seven finalists from across Australia.
The Kamilaroi and Wiradjuri woman previously worked in child protection on the Border and now works locally with Defence.
She was one of 17 winners and six runners up in the Australian Training Awards selected from 75 finalists.
Those finalists included Wodonga's Simon Watts, Vocational Student of the Year in the 2020 Victorian Training Awards.
Emily Jones of Greater Hume Council was also a finalist in the Trainee of the Year Award after winning her category in the NSW awards.
