The Swans plan on fielding senior and under-11 football sides and will explore the option of getting under-14s off the ground.
Brent Ohlin, who was set to coach Federal this year before coronavirus wiped out the season, attended the meeting and is set to have discussions with the club in coming days.
Club co-president Craig Sheather said there was a positive vibe at the meeting.
"It was a good turn up with about 22 there," Sheather said.
"It's not quite how we saw the future being but we will try and make it work.
"If you give up for a year, it's hard to start up again."
Federal supported a working party proposal for the Upper Murray league to field an amalgamated club in the Tallangatta league.
The option failed to gain the support of rival clubs and was quashed at a league meeting which put the Swans' future in jeopardy.
Federal's survival means the league will have five clubs next season with Bullioh, Corryong, Cudgewa and Tumbarumba having already committed.
The Swans, who were originally known as Mount Elliot, last tasted senior premiership success in 2016.
Sheather and Elise Wilson were elected as co-presidents, Lou Smith as secretary and Curl Galbraith as treasurer.
Federal has good numbers to fill its netball sides.
