The 34-year-old joins Mick Collins who has coached the Power since 2017.
Pratt said he was looking forward to working alongside Collins as the merged identity strives to make finals for the first time since 2016.
"It's an exciting opportunity to coach a proud club like CDHBU," Pratt said.
"I will be doing everything in my power to ensure the club improves and returns to playing finals.
"I would like to think I can bring a lot of experience after the football I have played and the coaches I have played under.
"I told the club whatever they want, I'll try and help them as much as I can.
"To be honest I don't know a lot about their list because I have been living in Adelaide for the past couple of years.
"But I'm planning to bring a few players with me and from what I gather the list boasts its fair share of talent but is relatively young.
"So it sounds like a promising list with the youth that they have and a good core of senior players that just needs a bit of experience around them."

Pratt coached South Mildura in the Sunraysia league last year who finished with the wooden spoon with a 2-14 record.
The solidly built onballer is set to bolster the midfield and has played at a much higher standard throughout most of his career.
He played in the SANFL for Norwood and West Adelaide before joining Wangaratta Rovers in 2012.
Former Wodonga coach Ben Hollands lured Pratt to the John Flower Oval in 2014 after the pair previously played together at West Adelaide.
The journeyman has most recently played for Labrador in the QAFL in 2018 before being appointed coach of South Mildura last year.
Power football manager Paul Rippingale said it was exciting for the club to land the high-profile midfielder.
"John is relocating back to the area and jumped at the opportunity to be part of the rebuild at CDHBU," Rippingale said.
"It just gives us a bit of reassurance as a club that we must be doing something right to be able to sign a player the calibre of John.
"It's taken a lot of work to get the deal done but it's more than worth the effort and there is a genuine buzz of excitement that we can make inroads up the ladder.
"We are close to announcing several more recruits who hopefully will be signed in the next week or so.
