Council chief Mark Dixon said it was "quite normal" to discuss committee appointments before the council public meeting so individual councillor interests, desires and skills could be ascertained.

Representatives on council committees post the recent council election were tabled on Monday night and agreed to unanimously despite Cr Libby Hall publicly airing concerns about Cr Ron Mildren being overlooked for the Two Cities, One Community working group.

"It's about working as one team," Mr Dixon said.

"This allows for an efficient decision-making process at the public council meeting.

"This doesn't mean the decision has been made 'behind closed doors' or prior to the public meeting.

"The decisions are made at the public council meeting.

"With regards to last night, any councillor could have challenged any nomination, at any time, however, every councillor was 100 per cent supportive and we achieved a unanimous 7-0 vote.

"Should any councillor have wished to debate any particular nomination we could easily have suspended standing orders, or considered an alternate motion."
