Know Your Council's annual data breakdown shows Wodonga's closed-door decisions last year were more frequent than in 2016 (6.28 per cent), 2017 (2.65) and 2018 (9.21).
The percentage of 10.61 was just above the average for all councils (9.84 per cent) and below the average for similar councils (12.98 per cent).
Chief executive Mark Dixon said in a statement it was important for council to respect confidentiality where required by the Local Government Act.
"While we have strong investor and developer interest in our growing city, it is expected that - for commercial-in-confidence reasons - we will see times where we have an increase in confidential items - this is a positive indication of growth and development," he said.
"As an example, the appointment of audit committee members where the report to council includes personal information, is an example of a personnel matter that would be dealt with in-confidence.
"In addition, any early interest in a significant new industry seeking to move to Wodonga would be dealt with in-confidence until such time as that industry (or investor) was comfortable."
This element of council's governance compared to 3.48 per cent of resolutions being made in a meeting closed to the public at Wangaratta and 5.29 per cent for Indigo.
In other categories, Wodonga Council rated 59/100 for community satisfaction with consultation and 59/100 for decisions, an improvement on the low 50s in 2019 and higher than Wangaratta Council's score of 55 and 52.
"We are pleased with how well our council has performed across many areas which is a credit to our staff from across the organisation," Mr Dixon said.
"It complements our strong improvement in the statewide community satisfaction survey this year where our ratings were significantly higher than the state and regional averages.
