It comes after waits of more than two hours on the Hume Freeway on Monday evening.
Traffic was at a stand-still from the checkpoint near the Bandiana Link off-ramp, nearly five kilometres to the north-bound Riverina Highway exit after 5pm.
A checkpoint has now been established at the Weir and the Foord Street Bridge at Wahgunyah - which were free-flowing yesterday - and VicRoads lists border control in Towong and Yarrawonga.
