The border bubble will remain as is "for now" but changes are possible in the future, with the cross-border commissioner completing a review into the implications for communities.

Victorian Health Minister Martin Foley said the report would be completed in a few days.
When it is finalised and the implication for border communities is known the government would have more updates, he said.
"For those border communities we thank you for your patience in what has been a very difficult 12-month period for those communities," he said.
"For now the border bubble will remain as it is."
Victoria's Commander of COVID-19 response Jeroen Weimar said it was the government's intention to keep the driver's licence border arrangement in place.
He said a huge amount of consideration had gone into the border closure and its affect on communities.
"In terms of our border communities we're doing everything we can to minimise the negative impact on them," he said.
Mr Weimar said the feedback from border communities had been mostly positive.
He said the cross-border commissioner was reviewing the border zone to establish if it was an appropriate balance between enabling movement and managing risk.
Mr Weimar said an update would be announced if any changes were required.
Mr Foley said residents had been frustrated by long lines at the state border checkpoints.
He asked all travellers to be prepared for delays ahead of tonight's closure.
There are 1000 people, including 900 police officers, manning 30 border crossings.
"If you are returning to Victoria as of today you must get tested and you must isolate for 14 days," he said.
Victoria recorded no new cases of COVID-19 overnight, though a total of eight were diagnosed on Thursday.

Mr Foley said there were currently 18 COVID cases in the state including nine from hotel quarantine.
He said more than 13,000 people were tested on Thursday.
Yesterday Ms Allan said the state would close its border to NSW 'entirely' from 11.59pm tonight.
Her office said the border bubble remains in place and residents can cross with just their driver's licence.
Anyone else crossing back before 11.59pm Friday had to have a border permit and isolate at home for 14 days.
Anyone returning after midnight tonight will be turned away or forced into hotel quarantine.
Residents who have been able to cross the border using just their licence since Victoria first introduced border restrictions will still be able to.
The areas included in the bubble include Alpine, Benalla, Bendigo, Buloke, Campaspe, East Gippsland, Gannararra, Indigo, Loddon, Mildura, Moira, Shepparton, Swan Hill, Towong, Wangaratta, Wodonga and Yarriambiack municipalities.
And in NSW - Albury City, Balranald, Bega Valley, Berrigan, Broken Hill, Edward River, Federation, Greater Hume, Hay, Lockhart, Murray River, Murrumbidgee, Snowy Monaro, Snowy Valleys and Wagga Wagga.
