UPDATED: The Victorian government has confirmed that NSW residents inside the border bubble are free to travel beyond that zone.
Official regulations surrounding travel were updated as of midnight Sunday.
They allow those residing in the NSW border bubble that extends up to Hay, Wagga and Tumut to travel beyond the Victorian council areas in the boundary zone.
It means medical appointments and other business in Melbourne can be attended to by residents from Albury and other border communities by purely showing their driver's licence and not applying for a permit.
However, those NSW border bubble residents who have been to a COVID-19 hot zone in their state are not permitted to enter Victoria.
EARLIER: NSW residents in the border bubble are free to travel in Victoria beyond that area, politicians have been told.
However, the Victorian Department of Health and Human Services has contradicted that message in a response to The Border Mail.
Victorian MPs from border areas, including member for Ovens Valley Tim McCurdy, were briefed by the state's cross border commissioner Luke Wilson on Monday morning.
The Nationals MP told The Border Mail that Mr Wilson said those from NSW bubble sites, such as Mulwala, Corowa or Albury, could go beyond the border zone in Victoria.
"(He said) if you're from a NSW border town you're not limited to where you can travel in Victoria," Mr McCurdy said.
"Luke Wilson specifically said 'Geelong', he said if you're coming from a cross border community in the bubble you can go there."
However, the DHHS has told The Border Mail that travel is restricted for southern Riverina citizens entering Victoria.
"Victorian residents are able to move freely within Victoria while NSW residents are only able to travel within the Victorian border bubble LGAs," a spokesperson said.

When that directive was pointed out to Mr McCurdy, his reaction was "there we go again, more confusion".
"DHHS need to talk to Luke or vice versa and be 100 per cent sure on it," Mr McCurdy said.
He had communicated the message of free travel in Victoria for NSW border bubble residents on a Facebook post he did to brief constituents on Monday morning following the briefing from Mr Wilson.
"If you are a NSW border resident , you are not limited to the Victorian bubble, in other words, if you live in Mulwala or Barooga etc, you can travel to Geelong by just showing your license (sic)," Mr McCurdy posted.
The Border Mail has contacted Mr Wilson for comment.
The cross border bubble continues to extend from Benalla, Bendigo and Bright in Victoria up to Hay and across through Wagga to Tumut in NSW.
A review of its operation is being done by Mr Wilson, however Mr McCurdy said the cross border commissioner gave no timeframe on when it would be completed.
MPs on the hook-up implored him to ensure there would be adequate notice given to residents before any changes were implemented.
