Service NSW, which was responsible for overseeing the permit system operated by the government of Premier Gladys Berejiklian, had a hub on the Lincoln Causeway before setting up an office in The Cube building in Wodonga.
Victorian cross border commissioner Luke Wilson said it would be a matter for his state's health department, whether an office was created but stressed the coronavirus phone hotline, 1800 675 398, was the focus for assistance.
Unlike NSW, Victoria's border bubble does not require permits, with residents able to cross by showing their driver's licence to police.
