Mary-Anne Thomas had a tour of the two-storey building on Tuesday.
"The new library and cultural precinct is going to create a new icon in the town and will continue to grow facilities and amenities not just for locals, but for visitors alike," Ms Thomas said.

A Wodonga High Schoool graduate student, Ms Thomas grew up on a farm at Sandy Creek before moving away and then becoming the Labor member for Macedon in 2014.
Ms Thomas joined Wodonga council figures, including chief executive Mark Dixon and mayor Kev Poulton on the inspection.
The building is due to be completed in June and now is at the lock-up stage.
That means external doors, windows and cladding has been finished.
