In light of the revelation by The Border Mail Mr Weimar was asked where residents can and cannot travel during a daily media briefing.
"The border arrangements are very clear," Mr Weimar said
"I think they're well understood by the majority of their border community, people who reside and have permanent residency on both sides of the border communities can travel more freely and if there's any uncertainty around that we can provide advice on a case-by-case basis."
Asked whether the Thurgoona woman who was denied entry into Victoria to attend a funeral should have been allowed to travel to Melbourne, Mr Weimar said he did not know the details of the particular case and would need to look into it.
Border residents have been inundated with conflicting advice and partial explanations since the border was closed.
Victoria recorded three new cases of COVID-19 yesterday, one locally acquired and two from hotel quarantine.
There are currently 41 active COVID-19 cases in Victoria.
