Northpoint is owned by Lavington property developer Garry Zauner, whose construction business occupies levels four and five of the building.
Given the building is fully leased Mr Zauner decided to reignite plans for the additional level which was once earmarked for a restaurant and function area.
"The building has been full for a number of years," he said.
"We've also had the development application for a number of years, so we just thought we would take the opportunity to show a bit of confidence in the future."

Office space will be created on the sixth floor and will be ready to be occupied by Easter this year with site preparation works include large crane set-up underway.
About 40 Zauner Construction staff are based at the company's headquarters when not working remotely on the other projects with the National Disability Insurace Scheme located on level three.
Mixed tenancies are situated on level two including Schubert Boers livestock agents, Aon Insuance and Marathon Health.
The ground floor includes anchor tenants, Lavington Library and WAW Credit Union with Mr Zauner entering into a long-term with Albury Council to relocate the library from a smaller location also on Griffith Road.
"We've had a number of people make approaches to us about extra space," Mr Zauner said.
"It will arguably be the best office space in Albury-Wodonga with 360 degree views.
"We're looking to create opportunity in 2021."
Construction has started in recent times to avoid large scale disruption for surrounding businesses.
"We wanted to install the intrusive stuff at the least difficult time for the neighbourhood precinct," Mr Zauner said..
"It's all happening now due to January being a quieter period."
Meanwhile, Mr Zauner is finalising remaining design matters for an offices and residential development in central Albury and is eyeing off an Easter start for the project valued at $30 million.
The project was revealed almost a year ago.
