The facility on the former Ovens College site, promised in the 2018 state budget, will be built by Modscape.
The company specialises in modular homes and has delivered housing for a client in Tintaldra.
Health Minister Martin Foley confirmed to The Border Mail in November the project would be delivered on time, with works carried out on the Wangaratta site to date include demolition of an old building, a sewer extension, removal of old telecommunications, electrical and water services.
"The designs for all three centres are complete with modular construction to begin offsite early next year," he said.
The government says "with around-the-clock clinical care, the purpose-built facility will provide a therapeutic environment, where members of the community experiencing addiction can develop coping skills and address underlying issues leading to their alcohol and other drug use, in a structured residential setting".
The site is one of three new alcohol and drug residential rehabilitation facilities in regional Victoria that will support an additional 900 Victorians every year between them.

All three facilities will be operational by the end of the year and the Wangaratta site will be operated by Gateway Health and Odyssey House.
