Jack Harland became a permanent member of the Panthers' seniors in 2016 and played 53 games over the next three seasons.
However, the raking left-foot kick moved to Moama in his employment as a physiotherapist in 2019, missing the stunning upset of Wangaratta in the decider.
The Panthers have been relatively quiet in recruiting, particularly compared to some other contenders, so the half-back or midfielder will fill a crucial role.
"From our perspective, he's got a beautiful left-foot kick and was a good player for us, prior to leaving," president Mark Sanson said.

"With him being elsewhere in 2019 and seeing us do what we did, it probably hurt him a little bit and he lives with a couple of the boys (team-mates) as well and it's good to have him back."
The Panthers host Wangaratta Rovers on a standalone Sunday match on March 28.
