The city usually holds an outdoor event on the holiday each year, but with coronavirus restrictions and the Governor-General's visit, it has been moved to the Wangaratta Performing Arts and Convention Centre for 2021.
Citizenship ceremonies will be conducted and community awards, such as Wangaratta's citizen of the year, will be announced on the day.
Mayor Dean Rees said Mr Hurley's visit would create lifelong memories for the award recipients.
Guests at the event will be limited due to coronavirus restrictions, but it will also be lived-streamed on Wangaratta Council's social media channels.
