The Roos have landed the Ovens and Murray Football League's greatest number of arrivals over summer as they look to snap a seven-year finals drought.
"We are aiming to play finals, everything that we do will be around playing finals," Spencer offered.
The Roos are coming off only two wins in 2019 and history shows you generally need at least nine to make the top five, so they have to improve enormously.
"It's huge (that number of wins to make up) and that's why I'm reluctant to say we expect to play finals, I know we have lots of ground to cover to achieve what we are aiming to do," he suggested.
"And the other thing is we've appointed a coach for two years, we don't expect him to come and wave a magic wand in year one, his plan is to work his magic over two years."

Former North Melbourne (1984-94) player and three-time AFL assistant coach Peter German was appointed the Roos' mentor last September and that has kick-started the flood of recruits, including former VFL representative ruckman Tom Goodwin, while one-time Box Hill-listed wingman Cody Howard joined the club full-time last week after he had the Roos as his second club.
All players on VFL lists must nominate a second outfit, where they play if unable to fulfill senior commitments at that State level.
Although it's considered extremely difficult to go from a few wins to finals, the Roos only need to look at Myrtleford for inspiration.
