In a statement Mr Andrews said the last red zone in NSW would transition to an orange zone.
He has not said what this will mean for border checkpoints.
Earlier this morning Police Minister Lisa Neville told 3AW she was optimistic there would be changes to border checkpoints.
"That will mean police who are in a position to start scaling back, they'll continue to have a sort of spot check if it [a LGA] goes to orange if that's the health advice," she told Neil Mitchell.
"A spot check along the border but it won't be the numbers or the extent that they've got now."
Mr Andrews said all areas that are currently in the orange zone, Greater Sydney LGAs, would transition green.
Yesterday when he flagged the changes to zones, Mr Andrews did not say whether there would be any changes to border checkpoints as police deployment is a matter for the Chief Commissioner.

But he said "Logic tells you if we can get just about every part of the country green barring one or two areas then Victoria Police - there's going to be less of them on the border."
It is believed Mr Andrews will address the media with an update this afternoon.
