Amended plans for a Mobil service station on Anzac Parade, near the Homemakers Centre, were approved late last year with the convenience store chain included in the design plans.
But when asked by The Border Mail whether the fuel shop would be occupied by 7-Eleven retail operations and property general manager Braeden Lord said no signed agreements were in place.
"We'd love to bring our offer to the Albury Wodonga community. We are actively exploring opportunities to invest and expand into in the area, however we have no signed agreements in place at the moment," he said.
"Investing in growth and employment opportunities by expanding our network across regional Victoria is something we are passionate about.

Wodonga Council approved plans for the fuel station and convenience shop as well as four fast food restaurants, one being confirmed as Red Rooster, as well as a car and dog wash.
"The convenience restaurants have a combined total floor area of 405m2, with tenancy one incorporating a one-way single lane drive-thru service facility," the plan says.
"The food and drink tenancies will each include kitchen and storage areas."
The proposed 203 square metre fuel shop includes a Slurpee zone as well as detailed 7-Eleven signage.
