Wallace will relocate from Western Australia in coming weeks and is set to play a big role in the Bulldogs' rebuilt midfield.
The 22-year-old has spent the past three seasons playing under Darren Harris at Claremont.
He played 25 senior WAFL matches.
Wodonga president Mick Mathey said the Bulldogs were thrilled to welcome back one of the club's biggest names.
"It's really pleasing the young kids want to come home and play footy for Wodonga," Mathey said.

"He's been in some great systems.
"The club is rapt to have 'Wal' back after a few years away."
Wallace played a handful of senior matches for Wodonga while aligned with the Murray Bushrangers as well as spending time with VFL club Williamstown.
His signing will make the 2019 wooden-spooner even more formidable with Josh Clayton, Cody Szust, Steve Murray, Zac Brain, Sam Jewell and Jordan Taylor among the signings.
Clayton averaged over 20 possessions a game for Werribee in 2019 while Szust has senior experience in the SANFL.
Originally from Finley, Taylor has opened a new recruiting network for Wodonga after playing in Queensland and South Australia.
The Bulldogs will launch their season against another potential improver in Corowa-Rutherglen at John Foord Oval on April 3.
