McDougall was stood down from his riding commitments over the weekend in the wake of Victoria's snap five-day coronavirus lockdown announced last Friday.
The in-form hoop alongside John Kissick were stood down after having ridden at Wodonga last week.
Both jockeys are set to partner gallopers from the Donna Scott stable as she launches a four-pronged attack on the Country Championships qualifier at Wagga on Saturday.
McDougall is set to partner Oamanikka while Kissick has been booked for Bautista.
Scott said she was unsure if Kissick would be available on Saturday because he is based in Wangaratta.
"Racing NSW have given Blaike permission to resume riding," Scott said.
"But Blaike and myself have to wear masks whenever we are on licenced premises because we have been in Victoria recently.
"Blaike rode at Wodonga last week while I went to Moonee Valley earlier in the month with Oamanikka.
"I'm still unsure whether Kissick will be available or not."

Surprisingly there were only 16 nominations for the Country Championships qualifier.
All runners are assured of gaining a start with a full field comprising 16-runners.
Scott said she expected several more nominations considering the qualifier is worth $150,000 and $76,500 to the winner.
The final field will be released on Thursday.
