Wodonga Council planning and infrastructure director Leon Schultz said installation of bridge beams commenced this week.
"The start of the bridge works experienced a significant delay due to the relocation of services and during works, delays were experienced over the summer for the accommodation of safety around the overhead powerlines," he said.
"The recent significant rainfall also affected works on site as did the recent lockdown.
"Once the bridge is complete, works will begin on the reconstruction of the approaches to meet the raised bridge level."
The bridge has been raised to above the "once-in-a-lifetime" flood level, which will also allow it to accommodate a new underpass.
It is expected the road will reopen in mid-May, subject to weather. Some changes are being made to expedite the works.
