Culph, a four-time winner, will face strong opposition with 23-year-old Victorian Zac Osborne seeded one ahead of Sydney's Taj Hibbert.
Albury-Wodonga's Lachie Graetz and Aaron Bruest and Wangaratta's Daniel Smith and Brendan Liddell have also entered the singles.
Culph will play with Pat Fitzgerald in the doubles with regular partner Mark Shanahan not playing.
ACT's Ashleigh Simes is the top seed in the women.
Wodonga spokesman Cameron Meagher said organisers were thrilled with the entries.
"We have over 300 which is fantastic," Meagher said.
"Everyone is rapt with those numbers."
Players from NSW, Victoria and ACT have entered with the Border being well represented in the junior grades.
