Hosted by Wodonga and Albury Councils, the weekend's program included concerts, cabaret, art and fashion.
Wodonga tourism and cultural services manager Kim Strang said organisers were thrilled to open up venues and allow performers to engage with a live audience again.
"We know in talking to people who were heading off on the public art trail or checking out the murals that people came from outside the area for the festival," she said.
"The murals and sculptures that have been installed as part of this year's festival have been a big hit with the community and we've received lots of positive comments on them.

"It's great that they will be a legacy that the community can continue to enjoy as well as the joint public art trail map that was created for the festival which will be available past this weekend."
Albury mayor Kevin Mack said it was encouraging to see families out and about as Border residents worked together to rebuild from COVID restrictions.
"Strong community interest in some of the festival's headline events, such as Upstream Upbeat on Friday night, showed that our engaged, creatively-minded community is ready to embrace the best of our arts and culture scene," he said.
"It's laid fantastic foundations for social and cultural growth across both cities.
"Our community spirit continues to shine despite a tough 12 months in Albury-Wodonga and the success of Upstream serves to illustrate the resilience, curiosity and talents of people in our united community."
