Mr Baker last served on Albury Council in 2008 when he stepped down after two terms and held the position of mayor.
A member of the family-owned Baker Motors car dealership has been a passionate mental health advocate along with wife Annette and strong advocate for a regional indoor aquatics facility in his 13-year absence from council.
In 2004, Mr Baker was the only successful "below the line" candidate, but if he stands later this year he will be a spearheading a ticket of other candidates.
"I'm strongly considering it and have chatted to some other people about possibly being on a ticket," he said.
"You've got until the date you need to nominate and until you put a nomination in you are not totally committed.
"(But) I've had preliminary discussions with various people.
"They would need to be pool sympathetic, but they will be their own people."
Two other former mayors Henk van de Ven and Alice Glachan are still on council since Mr Baker stood down in 2008.
He has maintained councillors should only serve two terms of a combined eight years before taking a break.
"From what I hear there are going to be plenty of people looking at standing this year," he said.
"Typically at the end of four years everyone is a bit fatigued with their particular councillors.
"This time around we've had five years of them.
"People are about ready for a change and I've always maintained you should give it two terms and get off for a while."
If he decides to stand, Mr Baker will be the second former councillor seeking a return to Albury Council.
