Michael Cardamone held Karen Chetcuti prisoner for hours before burning her to death in January 2016.
Cardamone had sedated her with horse tranquilliser, tied her up, injected her with battery acid, sexually assaulted her and set her on fire while she was still alive.
Ms Chetcuti's family members are suing the government over her alleged wrongful death and seek victims of crime compensation.
Cardamone had been on parole over the rape of a 15-year-old girl when he killed the mother-of-two.

He had twice had his parole cancelled, but was released back into the community both times.
Lawyer John Suta, who represents Ms Chetcuti's husband and children, has previously said the government showed "gross negligence" in its handling of Cardamone.
Tony Chetcuti is listed as the plaintiff in the wrongful death case.
Documents before the Supreme Court state Mr Chetcuti is seeking compensation for PTSD, major depressive disorder and persistent complex bereavement trauma.
Their children Jack, 20, and Kate, 19, say they are suffering from similar issues.
The wrongful death case won't return to court until February 25 next year, for post mediation directions hearing, ahead of a possible trial.
No date is set for the separate compensation claims to return to court.
