Border products Tahli Smith, Ruby Watson and Mia Puntoriero have all stepped up into the senior squad as 15-year-olds, with 17-year-old Amy Houlihan also making the leap.
With no import players this season due to the COVID-19 pandemic, Paps admitted it will open up more opportunities for local up-and-coming players.
"It's a challenge, but it will be good for them," Paps said.
"As long as they go out and just do the best they can and work hard on improving every time they step on the floor, we'll be happy.
"We could possibly be one of the youngest teams in the league."
The Bandits have signed exciting New Zealand guard Waiaria Putarnui, with Wagga youngster Amelia Hassett also onboard.

"She (Hassett) is a really great prospect coming out of a regional area," Paps said.
"She's really improved over the course of training, so it will be really good to see how she continues to go."
Former Bulleen Boomer Brodie Theodore will be another new face around the club.
However, she's no stranger to coach Paps, who was assistant coach at the WNBL club for six years.
"She played for me at Bulleen in juniors and seniors," he said.
Locals Jade McCowan and Charlotte Bevan have returned to the roster, while Casey Ardern is expected to play until she leaves for college in the US.
The Bandits will take on Ballarat Rush this weekend at the Lauren Jackson Sports Centre for their long-awaited return to the court.
