The council had flagged the idea of a new space for dogs at Willow Park.
A report to go before the council at a meeting on Monday night notes 67 per cent of those surveyed were opposed to the idea.
A petition with 253 signatures opposing the Willow Park proposal was lodged in February.
While there is a lot of public support for a new park, it appears likely it will be in a different location.
Councill staff also recommend the existing off-leash area at Belvoir Park undergo upgrades.
"Respondents felt that the current dog park at Belvoir Park was overcrowded and preferred an additional dog park," the report says.
"They also indicated that the current dog park required several improvements including grass, shade, lighting, drainage and additional seating.
IN OTHER NEWS:
"When asked about the existing dog park 51 per cent believed it could be improved, while more than 50 per cent responded positively to the question regarding the importance of having more than one fenced off-leash area."
As a result of a 2019 survey, staff selected the southern end of Willow Park as a possible site, due to it being larger than Belvoir Park, having established car parking and being close to other facilities.
But concerns were raised about the proximity to homes, increased traffic, noise and loss of land value.
Staff urge the installation of additional play elements, seating and shade at Belvoir, and increased space.
There are 8008 registered dogs in Wodonga.
