The Wangaratta boy, who can't be named due to his age, was caught by police officers after riding through a park.
A children's court heard he had grabbed or smacked girls and women aged 15, 18, 22, 49, 53 and 59, "all to the backside".
He said he "didn't know why he did it, his brain told him to do it".
The high school student was arrested and initially denied what he had done when questioned by officers.

The court heard he had undergone counselling since being arrested and charged.
He was found to be suitable for a diversion.
Diversions allow people to have matters discharged from court without a conviction being recorded.
The boy must complete the diversion by July 5.
He nodded to say he understood what was involved.
The court did not hear details of when the incident occurred.
