But Development Victoria has confirmed revised timelines for the cinema project, which has already gained planning approval, are being worked through with the developer due to the impacts of coronavirus.
It is anticipated work on the commercial and retail components of the master plan will start next year.
"Since late 2020, Development Victoria has been working closely with (Wodonga Council) and Central Place on a refreshed master plan for the remaining retail and commercial sites at Junction Place, including the hotel and conference centre, cinema and the commercial office development, to address implications of COVID-19 and regional market trends," Development Victoria's group head of precincts Geoff Ward said.
"Development Victoria led the refurbishment and activation of the heritage buildings, transforming the site into a vibrant and bustling food and dining precinct.
"We have also worked closely with (council) to deliver a range of community and public spaces at Junction Place, including Junction Square, the Promenade, Sidings Park and Richardson Park."

Meanwhile, three display homes connected to the 70-lot townhouse development are expected to be completed by September.
Townhouses with two, three and four bedroom options will be available and each property will be available for sale on its own certificate of title and not subject to annual body corporate fees and charges.
"Central Place, the owner and developer of the 70-lot townhouse development at Junction Place, will soon commence construction of the second display suite, as the first one approaches completion," Mr Ward said.
"Early works at the precinct have already been completed by Central Place including car parking and access road."
