Holbrook Sporting Complex chairperson Russell Parker said he was pleased the tender was approved and remained focused on the next stage in the process.
"I'll get really excited when I see the first brick being knocked down in the old building and the new one getting started," he said.
"We were hoping to have this started and probably half built by now."
Holbrook Football and Netball Club president David Morton said he too was thinking about the next target.
"We're organised," he said.
"We just want to start knocking the old building down and building the new one.
"We've had temporary change rooms ready to go for over a month."
After considering tenders, funding shortfalls and thousands of dollars of community fundraising, Greater Hume general manager Steve Pinnuck said council had negotiated an affordable tender with Gilchrist Property Group, saving $50,000 without minimising the functionality of the building.
The motion passed unanimously, moved by Cr Doug Meyer and seconded by Cr Annette Schilg.
Cr Meyer said the Holbrook community had been waiting a long time for the complex to be built.
"They've indicated their abilities to raise additional funds as required and I see no reason that council shouldn't adopt it considering the length of time we've been debating the issue," he said.
Cr Schilg also commented on the community's efforts raising money for the project.
"Its a great thing to see how some communities can round up a significant amount of funds to assist with these type of projects, so that's been a great benefit," she said.
Construction is expected to start later this month and finish in mid-March next year.
