NSW Police said a Strike Force Trawler investigation began in February when detectives from the Child Exploitation Internet Unit started engaging online with the man.
"Police will allege in court that the man believed he was speaking with a 14-year-old girl and engaged in sexually explicit conversations about acts he wished to perform on the child," police said in a statement.
"It will be further alleged that the man made arrangements to meet the child for sexual activity."
A brief struggle with officers took place before the man was arrested in Albury on April 13 about noon.
A detective senior constable sustained a minor injury to her arm during the incident.
