The Mudge Street property was targeted on Wednesday night or Thursday morning, with the incident discovered on Thursday.
Eight cats had been let out of their cages during the incident, with only one recovered as of Friday afternoon.
Boundary fences were breached and a door at the property was pried open using power tools before the offender, or offenders, let the animals out.
Albury Council ranger Glen Hempel said work was under way to locate the seven missing cats, which are a mix of colours.

"We're hoping we can track them down and get them back at some stage," he said.
"There are a couple of tabbies, a couple of black ones, so various colours but just domestic cats.
"These cats are potentially owned by people and they shouldn't be out in these cold conditions.
"They've done nothing wrong."
The weather has dropped as low as 3.9 degrees while the animals have been missing.
A police spokeswoman said officers continued to examine the matter.
The site has some surveillance which will be upgraded, including with the installation of lights.
"Officers from Murray River Police District have commenced an investigation following a break and enter into a business on Mudge Road, Hamilton Valley," the spokeswoman said.
"Police have been told the break-in occurred between 8pm on Wednesday and 8am on Thursday.
"Anyone with information is asked to call Albury Police or Crime Stoppers on 1800 333 000."
