Gagan Singh has come across from New City, where he picked up 24 wickets at 17.63 last season, and the Crows have also landed Kristian Hopwood from Highton CC in Geelong.
Englishman Harry Jackson, currently playing for South Milford in the Yorkshire Premier League, has also agreed to join East Albury.
Hopwood and Jackson are both top-order batsmen who will also bowl.
"We're going to be all-rounder heavy but it's never a problem to have too many options with the ball and batting deep," Crows captain Brett Davies said.
"We've been a fan of Gagan for the last couple of years. He's aggressive with both bat in hand and ball in hand and I think he'll really help out some of our young spinners.
"He's going to stiffen up our middle-order nicely.
