Albury Inspector Scott Trewhella described the crash on Elizabeth Mitchell Drive, near the Riverina Highway, as tragic.
The 27-year-old Lavington driver died at the scene on Wednesday night and his Albury passenger, 31, reportedly received rib fractures.
Police are yet to speak to the passenger about what occurred, but are examining if speed was involved.
"We don't want to see anybody get behind the wheel and lose their life or the life of somebody else, or injure anybody," Inspector Trewhella said.
"At this stage enquiries are in their infancy but we certainly are considering if speed was a factor for this.
"As part of that, we're having our forensic officers go through and as best they can try to reconstruct what has happened."
The red Ford Focus was travelling south, lost control, hit a bank with plants and rolled several times.
Debris remains strewn through the area, including personal items and a device used to grind cannabis.
Inspector Trewhella said it was too early to determine if drugs or alcohol were involved.
"The message that we really want to drive with the community is please drive to the conditions, drive at a safe speed and just remember that it's not just you you've got to look at, you've got a responsibility to others on the road," he said.
"We all want to get home safe to our families."
EARLIER: One person has died and another taken to hospital following a single-vehicle crash at Thurgoona late Wednesday night.
Police said officers received the call-out to Elizabeth Mitchell Drive, Thurgoona, about 10.45pm.
It appears the car hit plants on the road and rolled at least 50 metres before coming to rest on its roof on the Albury Airport fenceline.
A large amount of debris including car parts and personal items remain at the scene.
"Initial inquiries suggest a red Ford Focus which was travelling in a southerly direction lost control, leaving the roadway and rolling several times before coming to rest on its roof," police said.
"The driver, a man believed to be in his late 20s, died at the scene.
"His passenger, aged 31, was treated at the scene by NSW Ambulance paramedics then taken to Albury hospital in a stable condition."
Police established a crime scene, but it has since been cleared.
A report will be prepared for the coroner.
