About 12 centimetres of snow has been recorded at Falls Creek since Friday with a small amount of coverage on the mountains.
Falls Creek is operating seven of its 15 lifts with four open at Mount Hotham.
Senior Sergeant Doug Incoll said a large number of people from red zones had been turned around at the resorts on Friday and Saturday.
He urged people to check the latest rules before attending.
"The COVID environment is really dynamic," he said.
"It can change from day to day and people really need to check the current restrictions.

"They also need to make an assessment that if they are away interstate for a period of time, there is a chance their return might be compromised by COVID requirements."
Meanwhile police were on Monday called to Mount Emu, near Mount Beauty, to help two people stuck overnight in their car without food or water.
The mother and son pair became stuck in a Honda Accord on a four-wheel-drive track about 6pm on Sunday.
They had no reception or supplies and walked for four hours on Monday morning to get a phone signal.
Police reached them about midday.
"Police got some food on the way and attended and took them back to Mount Beauty," Senior Sergeant Incoll said.
"People shouldn't be going into these remote country tracks unprepared.
"Anything could have happened, particularly with no phone signal."
The officer urged people to have a map, tell others their plans, and bring food and water.
The Melbourne pair were not injured.
"It was lucky it wasn't a freezing cold night and they had some idea of where they were," he said.
"They didn't know what track they were on and there are a plethora of tracks winding in and out of that area."
