Davies, who will remain captain of the Crows, said he was eager to build on the foundations laid by the CAW club in 2020-21.
Matt Tom, Jesse Hampton and Gagan Singh have committed to the club since the end of last season.
"To get an opportunity to be head coach at a club like East Albury is a privilege," Davies said.
"I'm passionate about developing leaders and creating an environment where people love to be each week.
"I'm feeling genuinely positive about what this season will look like for us as a senior group and club as a whole."

Davies takes over from long-time player and coach Dylan Weeding who has returned to Lavington to fill the shoes of Daryl Tuffey.
Davies was a member of NSW Country's winning side at the Australian Championships in 2012-13 and is a former Wagga Cricket Association Player of the Year at Lake Albert.
East Albury bowed out of the flag race this year when it lost to St Patrick's by 47 runs in the semi-finals.
