Six months of work by Greater Hume Council culminated in Monday's launch.
Mayor Heather Wilton said a number of staff transitioned to their service, complemented by recruitment.
Greater Hume Children Services manager Fiona Pattinson said hours remained the same and included long day care, after school program and a preschool program under a long day care model.
"We are looking forward to being part of the Culcairn community and meeting all the children and families, and supporting the community," she said.
When childcare services within Greater Hume have no longer been able to operate under the traditional community-led model, Council has responded to ensure all communities continue to have access.
"I would like to acknowledge the tireless work of the CECC Committee and staff over many years and with the changing and stringent regulatory requirements acknowledge that these decisions are not taken lightly," Cr Wilton said.
"This is the fourth service that has approached Council to take on the service over the last couple of years and we endeavour to provide ongoing quality services to all families and children."
