Wodonga Council has announced operations will begin from 10am on Monday, August 2, with an official ceremony to take place later that week.
Member for Northern Victoria Jaclyn Symes will attend the unveiling on Friday, August 6.
Hyphen, named to symbolise the twin cities' links and its shape, features several galleries, the library service and a range of meeting rooms and creator studios as well as the outdoor Sculpture 'Terrace'.
It will offer a range of activities, programs and events including story-time, children's art workshops, author and artist talks, STEAM programs, exhibitions and art programs.
Details on the programs and exhibitions that will feature in Hyphen's first weeks will be released in the lead-up to the opening.
The first weekend will feature a range of activities to introduce and welcome the community into the new space.

Hyphen will be open weekdays from 10am to 6pm with the library space open on Saturdays from 9am to 12pm and the gallery spaces open from 9am to 3pm and Sundays from 10am to 3pm.
Wodonga Library's last day of operation from its High St location will be on July 24.
