Of which 21 cases were infectious while in the community.
121 infringement notices were issued by NSW police in the past 24 hours.
NSW Premier Gladys Berejiklian said anyone living in Greater Sydney and working in regional NSW must now be tested for COVID every week.
They must have evidence on for the test results on their person.
A public health order has been issued requiring that people who live in the Fairfield area are tested every three days if they leave the area for work.
Health Minister Brad Hazzard would not provide a definition of 'essential work', saying employers and employees could work that out with common sense.

It comes as Sydney's COVID outbreak reached regional NSW, after a Sydney resident working in Goulburn tested positive to COVID-19.
The NSW Health Department confirmed the infected person in Goulburn was an essential worker who travelled from Sydney.
The person was working on a construction site next to the Goulburn Hospital.
Chief Health Officer Kerry Chant said essential workers can only go to work and go home.
She said the restrictions that apply to residents in Sydney, apply even if they leave the city.
Dr Chant confirmed the person in Goulburn was infectious while working on July 9.
She said protective measures, like mask wearing requirements and reduced density, were in place in the regions for this very reason.
"It's to ensure if we getting a seeding event the risk of it being established in the region is reduced," she said.
