Sanger Street cafe operator and Corowa-Rutherglen footballer Jack Schilg, aged 22, will occupy third spot on Cr Whitechurch's ticket which will again have current councillor Norm Wales at No.2.
Mr Schilg is a long shot at being elected, but the deputy mayor said he was keen to test the waters of local government.
"He is from a farming family, plays footy for Corowa-Rutherglen and operates his own business," Cr Whitechurch said.
"He can see the town is starting to go ahead and once COVID is finished it's going to be even better.
"I was also keen to get some younger people involved.
"He will provide some input from a younger generation, but is keen to learn off some of the experienced councillors."

Mr Schilg, a regular senior player for the Roos, said he was up for challenge of a council election.
"Just seeing the stuff that has been happening recently that Shaun and the other councillors have done got me thinking," he said.
"I've lived here all my life, so I thought I would jump in and have a crack."
He has operated Doc Yarrum cafe for four years.
Cr Whitechurch has been deputy mayor for the entire length of the council's four-year term with Cr Wales a member of Corowa Shire before the merger with Urana Shire.
Paul Phibbs, who was on Cr Whitechurch's ticket for the 2017 election, can't stand again because he now works for council.
Cr Whitechurch, a former Corowa Shire Citizen of the Year, said he always planned to seek a second term on council.
"We've got unfinished business I want to see through," he said.
"The council is heading in the right direction with the amount of grants from both state and federal governments we have received over the last four years.
"We believe they've been spread evenly across the shire.
"There are some projects to be started and completed, like Ball Park caravan park."
He is the Howlong Golf Resort general manager.
Cr David Longley has also confirmed he will be a definite starter in the election.
But, former Corowa Shire mayor Paul Miegel is still weighing up whether to stand again.
"It's unlikely," he said.
"It was stated that I definitely wasn't, but that might have been a slight exaggeration.
"I'm weighing everything up presently."
Cr Miegel was the last mayor of Corowa Shire before the merger in 2016.
