Mr Andrews said his expectation was that law enforcement in all three states - SA, Victoria and NSW - would be looking very closely at the action of removalists.
Mr Andrews said it wasn't just that the men had done the wrong thing, the frustrating thing was that they were not forthcoming.
The Deputy Chief Health Officer said he knows how frustrating lockdowns can be for regional areas but he does not know where the virus currently is and does not want to leave areas open only to find the virus in the community.
Mr Andrews said "these cases started in NSW, but I am determined they will end here."

Victoria will enter a snap-lockdown in response to a growing outbreak of COVID-19.
The five-day lockdown will begin at midnight on Thursday with restrictions similar to previous lockdowns.
There will be only five permitted reasons to leave home; shopping for essentials, exercise, medical reasons or care-giving, authorised work or education and to get vaccinated.

Victorian Premier Daniel Andrews said there were now 18 cases and 75 exposure sites.
He said with a heavy heart, he was announcing a lockdown.
COVID Commander Jerone Weimar said of the two new cases, one in MCG and the other was a personal contact of a positive case who lives in the Ariele builing.
Mr Andrews said being from a regional community, he knows and understands how frustrating it is for regional areas to be locked down.
He said they would release regional areas earlier than Melbourne if tests allow.
"We have to have an abundance of caution," he said.
Mr Andrews said Victoria has no choice.
"We don't want this getting away from us and being lockdown for months," he said.
"Now is our time, this is the time to do this."
Mr Andrews said the lockdown would be 'hard and fast'.
Mr Andrews said nothing about the COVID-19 virus was fair, nor was it fair it had travelled from NSW.
"The other thing to remember is we have a border to look after in the north," Mr Andrews said.
"There are only so many rings of steel you can build...
"If it can change, of course we will let those parts of the [regional] community out of restrictions as fast as we can."
Mr Andrews said he cannot guarantee the lockdown will lift on Tuesday night but he can guarantee they will work as hard as possible to get it lifted.

It comes as a Wodonga school was sent home on health advice after a family attended a Tier One exposure site.

Earlier today, Victoria's COVID Commander said he was concerned about the Jindera exposure site being close to the border and urged Victorians to head home.
"I'm worried about it as an Australian, I'm worried about it as a citizen of this country and I'm worried about it because it's close to our border," he said.
"Please, if you're a Victorian and you're still in NSW... time is ticking.
"You've got to get home, we cannot deal with this growing risk of the situation in NSW... we do not want to be in a world where we have to deal with a fifth or sixth incursion."
Mr Weimar said the current outbreak was 'very aggressive' and moving more quickly than any seen before.
There are 16 active cases from two strains.
Five cases are linked to the Hume cluster - the family of four and one person from Coles
Six cases are linked to the NSW removalists who attended the Ariele apartment complex.
Four are from the apartments themselves, two are parents of a positive case.
There are three cases around the MCG/Barwon cluster - a man who spent the day at the football with a positive case from the apartments.
He has tested positive as has a nine-year-old and man in his 60s in his household.
Another two people who attended the MCG have tested positive.
