Victorian Premier Daniel Andrews says the lack of a "ring of steel" around Sydney means his state must take a "hard" approach to travel permits.

Mr Andrews, who described Victoria's 14th day in this outbreak sparked by Sydney removalists as "an essentially zero day" due to no cases being in the community, said Sydney's outbreak would drag on.
"It's going to go on, it would seem for months, and no one wants that here - we've been through that," he said.
"So what Victorians want is a hard border and as many restrictions as possible to keep people in NSW out of our state.
"So we'll just have to make sure that the Murray, and our permit system, is as hard as it possibly can be.
"That'll be inconvenient for a lot of a lot of people."
Mr Andrews said he could not yet say if Victorians would come out of lockdown, or whether an announcement would come tomorrow or on Tuesday.
'We're going to be in a position to receive very detailed public health advice about what's safe to do at midnight on Tuesday before then, and it's my hope that we're able to ease some of the restrictions that we're living under," he said.
