Nearby Ovens and Murray and Tallangatta leagues both opted against a return, despite community sport being given the green light after the state's lockdown was lifted at midnight on Tuesday.
Financial implications on clubs hosting matches without spectators was a major stumbling block for other competitions, but Ovens and King league chairman Peter Byrne said there were bigger factors at play as the majority were keen to resume.
"There is financial uncertainties and different things, but with a league like the Ovens and King being a township league, the money is not the most important thing. It's the participation of the netballers and footballers and this is a step in the right direction to get them back on the track and court," he said.

"Hopefully we progress through to having spectators because the main aim of having Aussie rules and netball together is to get all the family and friends and relations to enjoy everyone participating."
The competition resumes from round 18 with Bonnie Doon to face King Valley, Bright to take on Goorambat, Greta to meet North Wangaratta, Moyhu to host Tarrawingee and Whorouly to clash with Milawa, while Benalla has the bye.
Meanwhile, the Upper Murray league aims to restart on August 7 after clubs and officials deemed it wasn't practical to return this week.
