The Victorian government announced on Monday six reasons that border bubble residents can only cross the border to enter Victoria without a permit for.
Sport and exercise at a sporting club or at a sport or physical recreation facility is among one of the six reasons.
The league has missed the past three weeks but plans to resume this weekend with the round 15 fixture with no spectators allowed.
Round 16 is slated as the final round before the commencement of the finals series on August 21.
League general manager Gavin Rendell said on Monday afternoon that the league was planning to resume on Saturday but was seeking clarification from AFL Victoria.
"At the moment we are planning to play the final two rounds of home and away matches," Rendell said.
"The tightening of restrictions announced on Monday was expected because the Victorian Premier alluded to that last week.
"Initially Lockhart and Wagga were removed from the bubble last week.
"Now there are only six reasons that you can cross the border to enter Victoria without a permit."

Clubs voted not to resume over the weekend at a league meeting last Wednesday night after Victoria came out of lockdown.
Most clubs cited concerns of players suffering soft tissue injuries after having not been able to train for the previous fortnight.
Clubs were allowed to resume training after the lockdown ended last Tuesday at midnight.
"The majority of clubs didn't want to play last weekend because of the short notice and lack of training," he said.
"The biggest concern was the risk of injury without having at least a couple of training runs under the belt.
"Especially with the finals series just around the corner.
"All the clubs were happy to play rounds 15 and 16 without crowds."
Meanwhile Tallangatta's Bob Russell will front the league's tribunal on Tuesday night at the Commercial Club.
Wodonga Saints requested the league investigate an incident involving Russell and coach Zack Pleming against the Hoppers at Tallangatta on June 26.
The league had to delay the hearing because of the Victorian lockdown.
