Recent changes made by the Victorian government have severely impacted the border bubble and restricted residents' movements.
Mr Clancy was on Tuesday asked if the steps would have been necessary if NSW Premier Gladys Berejiklian had imposed a ring of steel in Sydney.
"The language used around "ring of steel" is something the Victorian Police Association secretary no less has come out and said did not do the job in Victoria last year," Mr Clancy said.
He said the police operation involving a large number of officers patrolling roads leaving Sydney was keeping the regions safe.
IN OTHER NEWS:
Superintendent Paul Smith said about 30 fines had been issued in the Albury region, including to banned Sydney residents and for face mask violations.
He said people needed to keep up to date with the health orders, "because they are forever changing".
The main aim of police is to ensure those who are banned stay out.
Mr Clancy said vaccination was a way out of the problem.
"The last thing any of us want to see is Covid impacting on our regional communities," he said.
