She moved to Albury in March from Wodonga.
"A lot of my life is in Wodonga and I live in NSW at the moment - my church is in Victoria, my friends are in Victoria and my boyfriend is in Melbourne," Ms Sargeant said.
The petition has been linked to Victorian Premier Daniel Andrews and Border politicians Bill Tilley, Tim Quilty, Justin Clancy and Sussan Ley.
"I did it out of desperation honestly and I felt a bit embarrassed but the response has been really good," Ms Sargeant said.
The petition states Albury-Wodonga is suffering due to a city-centric decision and asks "what's the point of a bubble if we can't travel within the bubble?".
Ms Sargeant told The Border Mail: "I personally am feeling my mental health declining over it.
"It's really isolating and you feel alone, you can message someone but it's not the same as catching up with them in person and experiencing them."

Ms Sargeant usually attends New Life Chapel services in Wodonga and it will host a stand-alone session this Sunday for its Albury parishioners at the Atura hotel because of the restrictions.
Feedback provided by those who have signed the petition points out the Border has no cases of COVID and is paying a penalty for what occurs in capital cities.
"Businesses are suffering and all border residents are struggling all at the hands of two major cities who can't follow covid rules and regulations," Maddy Esler wrote.
Darren Trevaskis posted the question: "No cases in our area so why are we been punished for doing the right thing?"
