Mr Barilaro said regional Australians can travel anywhere within their local government area boundaries to reach their closest shop.
He said there was no five-kilometre travel limit within local government areas.
Mr Barilaro said If a resident lives on the border of two local government areas, they can travel five kilometres into their neighbouring local government area if that is their closest shops.
The Deputy Premier said the current situation was tough on border communities and the cross-border commissioner would work through any issues.

Greater Sydney's lockdown has "absolutely worked" NSW's Chief Health Officer has reassured the public, despite the state recording its highest single day increase in cases since the pandemic began.
"If we did not have the restrictions on our movements we would have seen escalating case numbers," Dr Kerry Chant said.
"I think like all things there are multiple factors as to why we haven't achieved the success to date and I think it's the fact a lot of initiatives have now been put in place to address those barriers."
Dr Chant said it took a while for the community to understand that people could be asymptomatic but infectious in the community.
She said there had been some compliance issues.

The number of COVID cases in NSW will not decrease until people stay at home, Ms Berejiklian said.
The Premier said people were still flagrantly breaking lockdown rules.
In response to questions about announcing the statewide lockdown on social media, Ms Berejiklian said only a handful of local government areas were not affected by the existing lockdown and 'all channels' were used to distribute news of the statewide lockdown on Sunday.
CHO Chant said the high case numbers were putting "a lot of stress" on contact tracers.
"These escalating case numbers are a real challenge," she said.
NSW Health is introducing a new measure to ensure people receive prompt notification of their COVID positive test result.
"Confirmed cases will receive a text message from NSW Health as soon as a positive result is reported by private and public laboratories," the department said.
"This will contain advice for them to continue to isolate, and for their household contacts to get tested and isolate. A link to information resources and a phone number will also be provided. The text message will also prompt people to seek medical care if they are unwell."

Deputy Premier John Barilaro said 16 new cases had been recorded in the Hunter New England region.
He said there were 35 cases in the Dubbo and Walgett areas.
No new cases have been recorded in the North Coast, Armidale or Tamworth.
Chief Health Officer Kerry Chant said Dubbo had become a particular area of concern.
COVID fragments have been detected in sewage systems in Bourke, Lennox Heads, Parkes and Wallacia.

NSW has recorded 478 new locally-acquired cases of COVID-19, setting a new record.
The figure is the highest single day increase in NSW cases since the pandemic began.
NSW Premier Gladys Berejiklian said the case numbers were 'disturbingly high'.
In the 24 hours to 8pm Sunday, seven COVID-positive people died, including a 15-year-old boy.
Osama Suduh, 15, from southwest Sydney, died on Sunday night after contracting pneumococcal meningitis and COVID-19.
On Sunday, Chief Health Officer Kerry Chant said the boy's family had given permission for his condition to be made public.
She said while the teenager was COVID-positive, his admission to hospital was related to pneumococcal meningitis.
A total of 56 COVID-positive people have died during the current outbreak.
IN OTHER NEWS:
Of the new cases 91 were infectious while in the community, 97 were in isolation throughout their entire infectious period and the isolation status of 290remains under investigation.
391 COVID-positive people are currently in hospital, 66 in ICU and 28 on ventilators.
Two new cases of COVID-19 were recorded in WA, both returning travellers in hotel quarantine.
